Tell PHMSA and FERC to Improve LNG Safety and Emergency Response Planning

The federal government has long ignored the communities most at risk from explosions and accidents at LNG export facilities. Tell PHMSA and FERC to step up, do their jobs and update LNG regulations and emergency response planning for the safety of communities across the Gulf Coast.

The June 8th explosion at an LNG export facility in Freeport, Texas highlighted systemic problems that the Departments of Transportation and Energy must address with urgency and diligence. The existing regulations for these facilities, which were designed for importing gas after it has been liquified - not exporting gas - haven’t changed in more than 40 years.

Today, the US is the #1 exporter of gas in the world, and regulations still have not changed, despite ongoing and unfulfilled promises from PHMSA to do so. It’s time for the administration to act on long overdue regulations. 

I am joining environmental justice organizations, leaders, and communities across the Gulf in calling on PHMSA and FERC to meaningfully regulate gas exports facilities: 

Hold a public meeting in Freeport for PHMSA to explain its investigation into the explosion and the mandated corrective measures and allow community members to ask questions regarding the explosion prior to the reopening of the terminal. 

Have PHMSA conduct rulemaking to develop rules and regulations governing gas export infrastructure and terminals.

Have PHMSA and the Federal Energy Regulatory Commission improve emergency response planning for gas export terminals, making the plans easily accessible to communities, reviewing their adequacy on a regular basis, and updating the plans based on community input.

We implore you to address the Biden Administration’s ongoing failures to provide meaningful oversight, transparency, and accountability of these gas export facilities. Government inaction is exacerbating the burdens that gas export terminals impose on frontline and environmental justice communities, especially across the Gulf Coast.
